The same reason that it’s acceptable for women in any country to have hairy armpits, it’s freedom of choice. Not all women are so obsessed with their looks that they can’t leave the house without being visual perfections. Broaden your horizons, men have hairy armpits and they are not chastised for leaving them unshaven. Obsessing over the perfect, smooth body is a modern phenomena, do you really think women 200 years ago were worried about their pits being smooth/hairy? No.
